There are a limited number of scholarships available for applicants from countries in Africa, Asia, Latin America and Eastern Europe. In the morning of Tuesday, 23 February 2010, the participants were sitting densely packed in the conference room of the European Technology and Training Center (ETTC) in Arbil when the Alumniportal Deutschland was presented for the first time in Iraq. More than 120 participants – professors, engineers, agronomists, teachers, IT specialists, representatives of administrations as well as young returnees, students of the German language and entrepreneurs – had braved the sandstorm which had almost disrupted the traffic in the hours prior to the event.
