Over the past three decades, a number of developing countries especially in Africa have adopted health reform policies to improve the performance and effectiveness of the health sector aiming to ensure wide access to health care. Due to the changing health care environment, the demand for qualified persons in this sector is constantly rising.
Despite rapid improvements in health technology and knowledge, most African countries, have difficulties achieving the rate of progress in health necessary to achieve global health targets set by Millennium Development Goals (MGDs) formulated by the United Nations. In order to satisfy the needs for health care and ensure high quality service delivery, it is essential to effectively and efficiently use the available but scarce resources, leading to an improvement in health care service delivery.
